David S. Rosen, MD, FAANS
Chief Medical Officer
Dr. David Rosen is a board-certified neurosurgeon recognized for his expertise in the treatment of traumatic injuries of the brain and spine and degenerative diseases of the spine. With a career defined by clinical excellence, leadership, and dedication to patient care, he is one of Central Florida’s most experienced and trusted neurosurgeons.
Dr. Rosen maintains Central Florida’s largest neurosurgery practice. He has performed more than 10,000 neurosurgical procedures, treating patients with conditions ranging from traumatic brain injury and spinal cord trauma to complex degenerative disorders of the cervical, thoracic, and lumbar spine. His practice emphasizes thoughtful diagnosis, evidence-based surgical decision making, and individualized treatment plans designed to restore function and improve quality of life.
Advanced surgical technologies, including robotic spine surgery, computer-assisted brain and spine surgery, neuromodulation, and minimally invasive neurosurgical techniques, are foundational components of Dr. Rosen’s practice. These techniques often allow for smaller incisions, less postoperative pain, shorter hospital stays, and faster recovery for patients. Dr. Rosen is Florida’s most experienced minimally invasive robotic spine surgeon- reflecting a commitment to innovative surgical techniques and dedication to the most effective and least invasive treatments available.
Dr. Rosen is deeply committed to providing emergency neurosurgical care. With over 25,000 hours of emergency neurosurgical care experience, he remains actively involved in emergency neurosurgical care at the largest hospital in the United States, providing care for patients suffering from life-threatening brain and spine injuries. His work on the front lines of trauma care forged his deep expertise in managing complex and urgent neurological conditions.
A respected leader from the earliest days of his career, before his 40th birthday, Dr. Rosen became Chairman of Neurosurgery for Florida’s largest neurosurgery department. At that time, he was the nation’s youngest Chairman of Neurosurgery at a U.S. News & World Report Top 25 Neurology & Neurosurgery Program. He has continued to serve in this leadership role for more than a decade, guiding the department’s clinical growth, mentoring neurosurgeons, and advancing the quality of neurosurgical care throughout the region.
Dr. Rosen completed his undergraduate education at Indiana University. He went on to earn his medical degree from the University of Chicago Pritzker School of Medicine. He remained at the University of Chicago Medical Center to complete his residency in Neurological Surgery. Dr. Rosen completed additional advanced training in the treatment of brain and spine tumors at the M.D. Anderson Cancer Center in Houston.
Today, Dr. Rosen combines decades of surgical experience with a compassionate, patient-centered approach to care. He believes that the best outcomes come from careful listening, clear communication, and collaboration with patients and their families. His goal is to provide Central Florida’s safest and most effective neurosurgical treatment.

Dr. Donald L. Behrmann
Donald L. Behrmann, M.D., Ph.D
Dr. Behrmann is board certified in Neurosurgery by the American Board of Neurological Surgery. He received his medical degree from Indiana University and served his internship at Indiana University School of Medicine. He completed his neurosurgery residency and received his Ph.D. in Neuroscience from The Ohio State University.
Dr. Behrmann’s areas of specialization include minimally invasive surgical techniques, spinal disorders with instrumentation and tumors of the central nervous system. He is a Gamma Knife certified neurosurgeon.
Dr. Behrmann is a member of the American Association of Neurological Surgeons, the Congress of Neurological Surgeons, the Neurotrauma Society and served as Chairman for the Department of Neurosurgery at Florida Hospital. 2009-2017

Dr. Paul F. Shuler
Paul F. Shuler, M.D.
Dr. Shuler provides patient focused Orthopedic and Sports Medicine care for patients in Central Florida. His lifelong philosophy is that if something is worth doing, it is worth doing right and he combines it with the Golden Rule.
Dr. Shuler is board certified in both Surgical Sports Medicine and General Orthopedic Surgery with a focus on joint replacement, arthroscopy, hand, and upper and lower extremity surgery. He derives great satisfaction from being able to improve other people’s lives by helping them overcome a broad spectrum of orthopedic conditions.
Dr. Shuler received his Board Certification in Orthopedic Surgery in 2003 and his additional Board Certification in Orthopedic Sports Medicine in 2010. He has been a member of the Arthroscopy Association of North America (AANA) since 1998 and completed an AANA mini-fellowship in Shoulder Arthroscopy. Dr. Shuler has utilized his training and experience to educate medical and physicians’ assistant students, and instruct operating room personnel in the use of Orthopedic instruments and techniques.
For 13 years prior to coming to Central Florida in 2013, Dr. Shuler was in practice in Wisconsin. He and his wife have enjoyed continuing to raise their 4 children in the Ocoee / Winter Garden area.
When he is not with his family or enjoying his favorite activities: waterskiing, swimming, biking, and camping, Dr. Shuler can be found “tinkering” and fixing things.
Dr. Shuler grew up with an appreciation for orthopedics stemming from first-hand experience during his childhood. Though he ultimately returned to his childhood interest in Orthopedics, he once wandered down a different career path. Dr. Shuler graduated Summa Cum Laude from Michigan Technological University with a degree in Electrical Engineering. Having been awarded a scholarship from General Motors, he worked for them during college and after graduation performing advanced product development and systems applications engineering.
In 1992 he returned to Michigan State University College of Human Medicine to obtain a M.D. and subsequently completed an affiliated General Surgical Internship and Orthopedic Surgical Residency

Dr. Thomas N. Cooper
Thomas N. Cooper, M.D.
Dr. Cooper is Board Certified in Anesthesiology and Interventional Pain Management. He received his Medical Degree from St. Georges University School of Medicine and served his internship at Lakenau Hospital in Wynnewood, Pennsylvania. He completed his Anesthesiology Residency at the University of Pennsylvania. Dr. Cooper’s areas of specialization are lumbar, thoracic and cervical epidurals, caudal epidurals, sacroiliac injections, lumbar facet blocks, radiofrequency ablations and occipital nerve blocks.
Dr. Cooper is a member of the American Society of Anesthesiologists, Florida Society of Anesthesiologists and American Society of Interventional Pain Physicians. He has served on the Board of Directors at Orlando Anesthesia Consultants and from 2012-2013, 2014-2017. Dr. Cooper was Chief of Staff at Health Central Hospital.

Dr. Pedro Ramirez
Pedro Ramirez, M.D.
Pedro M. Ramirez, M.D., is a board-eligible neurosurgeon. Dr. Ramirez completed his medical education at the Universidad Nacional Mayor de San Marcos in Lima, Peru, followed by a general surgery internship at Mount Sinai Medical Center in Miami Beach. He completed his neurosurgical residency at the University of New Mexico. He is fellowship trained in General Neurosurgery and Critical Care, and has an enfolded fellowship in Spine Surgery. Dr. Ramirez has received the “UNM Neuroscience” Award for resident research. He has been published in peer-review journals and has lectured nationally and internationally in neurosurgical forums. He has written book chapters such as Neurosurgery Knowledge Update: Brain Abscess. Dr. Ramirez specializes in Complex and Minimally Invasive Spine Surgery, Tumors, Endoscopic Procedures, Trauma, and Critical Care. He has a special interest in Telemedicine and Physician Education, and outreach in Latin America and his home country of Peru.
Dr. Ramirez is committed to offer the safest and most effective procedures, utilizing the latest technology, advanced diagnostics, robotic surgery, and minimally invasive techniques, while embracing a multidisciplinary approach to patient care.
Dr. Ramirez is a member of the American Association of Neurological Surgeons, the Congress of Neurological Surgeons.

Dr. Terel Newton
Terel Newton, M.D.
On the national level, Dr. Newton is an advocate and educator on alternatives to opioids for patients with acute and chronic pain. He has trained at multiple level one trauma centers, not limited to UNC, Duke, George Washington, University of Vermont, University of Maryland Baltimore County. Additionally, he is board-certified in Anesthesiology and has completed continuing medical education at Harvard University and multiple other institutions throughout the country. He completed his residency in Anesthesiology at the University of North Carolina and an interventional pain fellowship at the University of Vermont.
He has held several teaching positions throughout his career, and serves as a medical director for one of the largest medical cannabis organizations in the country. Dr Newton has performed thousands of patient consultations and interventional procedures for spine and joint injuries, post-traumatic headaches, and a variety of other pain conditions. Languages: Primarily English and proficient in Spanish.
